The recent ministerial executive decision No. 28 of 2020 of Law No. 16 of 2018 has paved the way for promising prospects for foreigners interested in purchasing property in Qatar. This law determines areas where expats can buy properties, outlines conditions of purchase, and highlights the privileges of property ownership.

Under this law, non-Qataris can attain freehold ownership in designated areas and leasehold rights for 99 years in other strategic locations. The implementation of this law underscores the government’s commitment to fostering a conducive environment for foreign investment.

Privileges of Ownership and Use:

Residence Permit for Property Owners:

Non-Qatari property owners can obtain a residence permit without an employer’s sponsorship if the property is valued at not less than $200,000 (QR 730,000). This permit allows individuals to live in Qatar and enjoy the benefits of residency, provided that the residence period thereof in the State shall not be less than (90) days a year, whether continuously or intermittently.

Permanent Residence Privileges:

Property owners with investments of not less than $1,000,000 (QR 3,650,000) are eligible for permanent residence privileges, provided that the residence period thereof in the State shall not be less than (90) days a year, whether continuously or intermittently. These privileges include access to health and education services at government institutions and the opportunity to invest in various sectors of Qatar’s national economy without the need for a Qatari partner.

Inheritance Rights

In the event of the death of a non-Qatari property owner, the right of ownership and associated privileges are transferred to the heirs, ensuring continuity of benefits.
